Provider Enrollment

Any provider who is authorized under Health Occupations Article to provide mental health services or is licensed, approved, or certified, has the requisite experience and complies with Medicaid and Mental Health Regulations can be a provider in the PMHS.

PARTICIPATION IN THE PUBLIC MENTAL HEALTH SYSTEM

Following approval of application, provider will be supplied with the Public Mental Health System Provider Manual and other training materials.

ADMINISTRATIVE POLICIES FOR PROVIDERS
Not Registered in the PMHS

In certain circumstance, it may be necessary for non registered providers to provide services to a consumer.  These circumstances are outlined in the policies below.

Specialized Consumer Needs
(Medical Assistance Benefit Only)

A Consumer with specialized needs who cannot access a provider within the PMHS to address these needs may be given referral to a non registered provider who can meet the consumer's needs.

Emergency Care (Medical Assistance Benefit Only)

A consumer may receive care from a non registered provider in an emergency or urgent situation when traveling out-of-state.

Description

Medical Assistance (MA) and Non-Medical Assistance consumers who contact or are referred to Maryland Health Partners for mental health services will be referred to provider, or providers, of service according to the policies below.

Consumer Choice

The Mental Hygiene Administration has placed a high value on consumer choice.  Consumer wishes and needs drive the referral process.  Consumers will be given a choice of providers.

Consumer Preferences

Consumer preferences will be identified in the following areas:

  • Provider Location
  • Transportation to provider office
  • Provider office hours
  • Gender of provider
  • Cultural and communication competence

Consumer Needs

  • Clinical Need of consumer
  • Child or adolescent
  • Geriatric
  • Deaf or hard of hearing
  • Language needs
